Really hard to positively identify without magnification, can you try to get a better shot?
I agree with pods but still see if you can magnify...

They do not look like copepods or copepod larvae to me. They almost look like a rotifer. If you had more magnification, I could give you a better opinion. Do you see them moving along the glass like a worm?
