What are these?

So I noticed these things a few weeks ago. At first they looked like a wet cotton balls now they look to be more solid and almost Building out it seems with a little hole in the middle. I’ve never seen anything come out if it or move yet within it. Anyone know what these are and if their a danger to anything.
