What are these

Noticed these yesterday on a conch shell I got in the keys. It was cleaned and been in the tank since the start. Noticed these white spots the other day and then just today saw more on the bottom of tank.

Any ideas?

Will they hatch and grow?

They'll probably hatch, and then be eaten/killed off by your tank's mechanics (filters, powerheads, etc.). Raising them until they settle would be difficult, likely requiring multiple different strains of live phytoplankton and a separate rearing tank.
