Hi, currently I'm having a empty 4ft (L) x 18inch (W) x 10inch (H) with hang on back fliter + hang on back skimmer. Previously it is used as a frag tank. I was planning to do a shallow reef tank but will it not tall enough to do a shallow reef as it only 10inch high or should i go for a anemone dominated tank?

Why not go for some LPS that don't really grow upwards. Tank height shouldn't be a problem with them as long as the light level isn't too high.
