What causes that film on the surface?

Organics from what you have in the tank. Surface skimming will remove it.
Thanks was jw I was pointing my return up and it was doing good but I just added a ATO and I guess I am losing water by pointing it up and causing my ATO to kick on and making my salinity swing.

You will need to mess with the flow till it works. Sounds like you don't have a sump and a overflow box. Overflows skim that junk off the water surface.
 
simply aim one or two power heads up to agitate the surface of the water. It also improves ph at the same time.
