If I used a protien skimmer that's was "to small" for my tank? So I have a 55gl tank what if I used a skimmer rated for say 30gl ?. Right now I don't have one at all. So something would be better than nothing or not?

Yes, but it also depends on what your keeping in your tank, livestock wise and how often you do water changes.
 
I have one small yellow tang 2 clowns and a hi fin goby. Sand sifting star one big nasarius and various other small cuc. Also some coral. I change water 10gl every 2 weeks. Tank has been running for about a year now.
 
While I understand I don't necessarily need one the question still remains.
 
The skimmer helps keep water quality, just keep the water good and u are good to go
