I don't think I would trust it. You've already named off hundreds of dollars worth of things you want in the tank. At the same time using the cheapest possible light you can find.

Flame scallops and feather dusters are not easy NPS. They are simply the most readily available. IMHO, Flame scallops shouldn't be allowed in the hobby, they don't do well in captivity because their diet is so specific. NPS, Seahorses, and Pipefish shouldn't even be crossing your mind at this point. Keep a reef tank alive then learn about all the things you think you wanna keep. Get a new light nems need a good light source.
 
its a 16 chip 23 watt cree bulb and i have 2 of them lol i want to get some high output growlights because all i really want is macroalgae and specimen inverts (feather dusters, scallops, anenome, etc.) i know i can keep tubeworms andmussels and sponges breeding in my tanks in large number under my rocks. all i do is stir my sand occasionally.
Noah PLEASE stay away from expert fish which is exactly what dwarf pipefish and seahorses of any size are. Seahorses require extremely clean water and specific foods. They do best in a species type aquarium. You haven't been in saltwater fish long enough to keep expert fish alive.

On top of that seahorses are not cheap and if you don't have extremely clean water they will get sick and die.

The last line in your statement is exactly why you will fail with seahorses!
