Picked up a small chunk of rock with some toadstool onit and a couple days later notice this guy sprouting out behind it

We call that a Majano anemone, you'll want to remove it as they are invasive and will sting and kill coral

Yes. Your best bet is to take it out and scrape it off and then put either super glue or epoxy over the spot where it was. Any little bits that are left behind will grow back.
