I've always used it when I see someone get a good deal or showing how much they spent/saved on something

I interpret it as you you spent too much money. Or if a seller is getting it, they are charging too much

It's a weird one to interpretation.
For me it's a gesture of 'you have money to spend' basically you have bags of money.
I've seen it used alot in regards to a perfect setup to... adding fish that die every month.
I guess interpretation depends on circumstances along with where it's used
