What did the rodi waste water filter out? Does it have clorine? How about nitrate and phosphate?

All of the above plus many other things. It really depends on whats in your water to begin with. You can usually get your city water report to see what was in the tap water. Not everything will come out but most of it will

if it is in the water then yes some of it will be in the waste water and some in the carbon filter

With RO or RO/DI 90 to 98% of the contaminants in the original tap water will be in the brine or waste. If you have RO/DI the remaining 2-10% of contaminants will be captured by the electrically charged plastic beads that make up the DI resin.
Chlorine and a few other things are adsorbed by the carbon before it gets to the RO membrane.
