what i think is diatoms

hi everyone, im reasonably new to this forum. i have been a reefer for around 4 years now and im now on my second tank which is around 4 months old. im having issues with what look like diatoms. they are on my rocks, glass and even chaeto and will easily brush off. im running a calcium rx and fuge. i know diatoms use silcates for food but my concern is my po4 is 0.02 and my no3 reads 0. im wondering if i should dose a little no3? a ouple of my sps are alittle brown which i think indicates high nutrients? im using redsea aglae pro test and hanna ulr.
any help would be app'd.
