What is going on here?

Tank is a 125 with a 40gal sump. Ive never had ANY algae outbreaks since i put it up 7months ago and this poped up 3 days ago so i dont no how to react. Phosphate just measured is 34ppb, nitrate is at 10-20. I run 1/2 cup of rowaphos thru a reactor and have a big refugium. Im experiencing some coral issue specfically them not opening up the way they should. Attached are pictures. What type of algae could be developing? Any input i would appreciate, thank you.

Can you post some pictures without the blues on? It's kind of hard tell for sure, but Cyanobacteria & Dinoflagellates did come to mind first.
 
I do not. But im wondering why all of a sudden im having dinos pop up. In the beginning ive had super high phosphates but not a spec of algae in the tank, im just confused why they would come now
 
After doing some research, ive lowered my lights from 12hrs to 8hrs. Intensity 30percent to 20percent, and im going to start feeding more to raise my phosphates. If this does not work, i will do a blackout. IF neither of these methods get rid of them, i will than take the chemical approach to getting rid of them
