What is growing on my rocks?

Im new to the hobby and just bought this setup used. Im just trying to figure out what all this stuff is. What should i do?

Those look like clove polyp corals to me.

It's either clove polyps or green star polyps. Very invasive coral. I would scrape it all off with a razor blade. Is it on every rock or just this one?

Im not quite sure yet. I think im going to start adding fish first but im setting up a quarantine tank.

I also agree with @BristleWormHater - def Clove Polyps and likely the dreaded Blue Clove Polyps. If you don't want to take the rocks out and scrape them, you can try some Kalkwasser paste or a product like F Aiptasia and zap them.
