I don't think those zoas are Dragon Eyes either. These are Dragon Eyes in the middle of this picture (Eagle Eyes on the right).

To me, "naming" zoas just offers an easy way of describing their color. It's easier to say dragon eye rather than: "yellow/green skirt, with an orange center, and a brownish ring in between the center and skirt".
