Not sure what this is on my Duncan’s? Came on after a good tank cleaning, only other thing concerning is my frog spawn wont extend tentacles out all the way, not sure what is going on.

It just appeared today, tank was cleaned Wednesday, it sloughs right off when I touch it

Looks like BJD.
Not sure BJD and not saying no.... but never seen this type effect on my Duncan's though....after a cleaning? Anything recently added OP?

Most recent addition was a Tiger cowrie, so far he’s left my corals alone, planning to re home him tho because he knocks everything around.

The other thing I don’t know if it’s related but the evening after the tank cleaning my fire gobi started getting a bump on him too

Looks like lympho. That possibly could coincide with the BJD. Think your tank cleaning unearthed something that may be causing both conditions. Keep an eye on the other fish and coral.

Update: called my LFS where I bought the corals, he wasn’t sure what it was so he called his supplier, the supplier called me and asked me to bring him the colony which I thought was pretty cool, he said he would heal it up and treat it with antibiotics and iodine and try and heal it over the next few weeks. Was pretty confident he could save it, suggested I do a 50% water change followed by a 25% 2 weeks later. Said it is definitely some sort of water issue, told me even though my numbers seemed ok the reagent tests have a certain room for error and also small changes impact small tanks rather quickly. Seemed pretty confident he could get it to come around. BTW his coral tanks are insane, 700 gal monsters with all the bells and whistles.
