What is on my fish?

I have a Koran Angel, Kole tang and a bicolor angel and one torch coral in my 150 gallon. The Kole tang is perfectly fine but the koran angel has stuff on its back fin. The bicolor angel looks fine physically but sometimes swims very weird almost like he's shaking something off. All the fish ate today however the bicolor did not, but did yesterday and usually does.

sorry the picture is not that great, it was hard trying to take a good picture of him and his tail. The Koran is the biggest eater and always picks at the algae on the rocks as well. Any ideas on what is on my koran angel and why my bicolor is being "weird" would be great thank you!
 
Thank you so much for the quick reply! Do you have any ideas on why my bicolor is swimming in a weird like shaking motion? He does this for about half a second a few times a day.
Sometimes fish do the shaking motion when they have parasites on their gills. It irritates them. So they shake. Has the Bicolor been given a freshwater dip or any other meds or quarantine procedures?

I dosed the tank with prazi pro a little while back, maybe 2 weeks ago and have done a water change since then but it was for a different fish, not particularly for him(at the time he was perfectly fine). The fish was not quarantined.
 
For Prazipro to work there are two doses required. The first kills the active flukes; the second kills the flukes that have hatched from the eggs laid. So you dose and then wait 5-7 days. Do a 25% water change. Then do second dose. Wait 5-7 days. Do a 25% water change. And then observe for 7-10 days for behaviors like you are seeing on your Bicolor. Sometimes a second complete round is necessary; and sometimes we come across praziquantel resistant flukes which then require different methods.

OK, so it's important to follow the 5-7 day plan between doses to catch the second wave of the fluke's cycle. So you may need to start over with fresh round of prazi and do the two doses 5-7 days apart.
