What is picking at my fish?

In our Red Sea Reefer Peninsula 650 (140 gallons, 5'x2'x2'), we have the following fish:
Goldflake Angel (3")
Koran Angel (2.5")
Yellow tang (2.5")
Purple tang (2.5")
Sailfin tang (2.5")
Niger Trigger (2")
Valentini Puffer
Black Spotted Puffer
Pair Frozen Frostbite clowns
Neon Dottyback
Lawnmower Blennie
Blue Spot Watchman Goby
2x cleaner Goby
3x Anthias (Bartletts)
6x Green Chromis

All 3 tangs, both angels, both clowns and the trigger have had pieces taken out of their fins. Here is my question: what could be doing this to all those fish? I'm thinking it's the anthias, but it's hard to say for sure. The Naso, puffers and the clowns sleep out in the open, so it's not like they are invading anyones territory.
