What is this algea

What is this green algea? It is all over rocks power head frag plugs. I remove it by hand scrub rocks with tooth brush and it comes back a few days later. No direct sunlight hits the tank. Would a uv sterilizer help rid my tank of this? I'm close to just taking this tank Down.

Looks like a form of green slime algae. I have delt with this a time or two and can tell you that it can do well in low nutrient water which makes it difficult to fight off.
 
So what would be the best thing to try to rid this algae problem bare bottom?
 
Green Cyano Algae
From the looks of it, you have no flow in your tank. Get your flow above 20x your tank volume.
 
I have so much flow in my tank I can't keep sand...reduced my flow greatly and the places where the sand piled up (I guess "low flow") so goes the spots of algae.......

Nonetheless you have it all over, I agree with the flow approach.
 
How long has the tank been running? I'd double check all your parameters, especially phosphate. Maybe try siphoning it off the sand and rocks, keep the lights off for a few days ( corals will be fine ) and doing a water change to get the excess nutrients down. If it is cyano the absence of light for a few days will kill it, but if you don't fix what it's feeding off of it'll come back.
