What is this and how do I address?

Hi all,
Tank is up for about 9 months.
is this some sort of brown hair algae, or turf algae?

tested my nitrates and phosphate last night.
showing 0 nitrate, 0.05 phosphate.
I assume 0 nitrate because this nuisance algae is absorbing it all.

Video was quite short and under heavy blue lighting making it hard to confirm. Appears to be bryopsis but cant confirm due to above mentioned.
For either pull as much as you can by hand and lower white light intensity.
WHAT TEST KITS ARE YOU USING ?

Test kits using Hanna ulr phos and nitrate
I was thinking some sort of turf algae. My plan so far is to try to maybe brush these off and then suction it out. It’s also in my sand bed too so that will be harder
