That looks to just be air trapped in typical green/brown surface algae from what Bmwm said.
Below that is Grape Caulerpa, was that added on purpose? Guessing this is a refugium, but unless you love that stuff be careful with it. In the right environment it will grow like mad, and can take over with a poor chance of ever eradicating it.
