What is this? Dino? Lyngbya?

Hey all,
I started to notice this brown algae growing on mainly the power heads. It started small but when I turned off my phos reactor and refugium lights as I thought perhaps it was Dinos it just grew. Phosphate was at 0.01-0.04 with all filtration and was 0.1-0.15 with the two things off. Nitrate are steady at 5ppm. Any help to combat these guys will be appreciated.

So you've got a filamentous algae, derbesia (gha) likely, and then also a brown single cell film-y growth on the algae and surfaces. This could be dinos or diatoms.
