What is this green algae on the rocks in my mom's tank?

don't know the official name, but it's a normal part of the cycle. your tank looks pretty new, but you know you're on your way when you start seeing this. don't worry about this...what comes next will be much worse aka "the uglies", lol. Then, once you get past the "uglies" stage your tank will be good to go.
