What is this? Hitchhikers maybe barnacle?

I see these fans open and close. I think the coral could of grow over a barnacle perhaps. You can see the white fan on the top of the right torch coral. By the cleaner shrimp.

Yeah definitely a barnacle. I have one in a hammer that I have had for over a year

Do they spread and create issues? Just stay there?

They have just stayed there and not spread but very slowly grown larger. The hammer has stopped growing where the barnacle is and split off to the side to keep growing.
