What is this? How to frag it

As the title suggests, what is the name of this coral?

Once I have that, any ideas how to frag or cut some off. It's growing into other corals but I like it so wouldn't mind take that bit off and placing it elsewhere.

What do you use to clip it off, it's soft coral so can't see it snapping?
 
So hard to see on phone screen. Appears to be gorgonian (soft)
Grows fast , easy to glue to frag plug plug and to care for

Cut a piece with scissors, then attach cutoff to piece of coral, loosely with rubber band.
After a few weeks the offcut will have attached to the rock, remove rubber band

I use bone cutters to cut my leathers.
Appears to be a pulsing sinularia...nice find! Can get good $ for the frags!
