What is this is it cyano

I am not sure what this is. Is it cyano? It clumps together but doesn’t form a mat. What should I do to get rid of it phosphate is 0.0 on my checker.

you need to examine it under a microscope to be sure. I would be concerned with dinoflagellates, especially with phosphates of zero. This has become an increasingly seen issue; the low nutrients and near zero phosphates allow dinoflagellates to take hold.

Doubt this is diatoms.....like I said- looks to be dinoflagellates. If you don't have a microscope, there is a test outlined in this thread:
