I treated wholl system with prazi allrady twice and it is still there so im not pozitive if this is flukes... No ich in the system. And didnt seen him and powder blue fighting ever to have no idea... I was thinking of bacterial infection some sort bun im not expert.

If just the one eye is cloudy then it could just be an injury that has gotten mildly infected. The white part looks like an injury in and of itself and might be the reason for the cloudy eye (being that it's so close to the eye there). You can start feeding with vitamins like Selcon or Vitachem and see if he heals up on his own, OR you can add an antibiotic to his food like Kanaplex or Furan 2 coupled with Seachem's Focus to bind it there.

Be sure to treat for a minimum of 10 days, but it could take longer to fully cure the infection. antibiotics are slow acting in fish.

Just to be sure this isn't flukes, below is a photo of them in a fish's eye. FYI there are prazi resistant strains of flukes.

Ill have to do closer inspection tomorrow hopefully i wont see what i see on this picture... Btw how you deal with flukes resistent to prazi?

Can fresh water dip or hyposalinity do the job to?

Freshwater dip will only provide temporary relief, but sustained hyposalinity ( 1.009) will reportedly eliminate flukes (and their eggs) in just 5 days.
