What is this on my corals and rocks??

Last few days I have been seeing my corals " dirty " . I am not sure what this is but it's like a layer of dirt covering my rocks and now i am seeing it on my corals. Anyone know what it is? How do I get rid of it? I have tried to use a toothbrush but it is not helping.

Those pics are a little fuzzy. Were they taken under blue lights or whites?
Stumps me if a toothbrush won't take it off, but it looks green in the pics, which is why I ask about the lighting.

I'm just getting over some nice clumping diatoms, but under just blues in the evening, it could easily be mistaken for a strong coating of coraline

it was not with blue lights. it is under whites. still does not explain how it is all over the corals. it looks like strings of dirt.. like i feel like pulling all these corals and removing all plugs..
