What is this on my fish?

Can anyone figure out what is on my fish?

Pics are very blue (best under white lighting) but appears to be parasite- ICH
Can also be sand though.
Is fish eating ?
Is it breathing normal or labored?
Is it active or lethargic?

The fish is eating well breathing swimming fine worrying about velvet?

Dots too large to be velvet but comparable to Lympho but lympho rarely appears on Body

Looks like it could be ich, but it may be a tad too large (unless this is a really small goby). It isn't velvet. As mentioned, pictures under white help are much better. Also, knowing more background information about the fish and the tank is vital, here is a post that explains that:
