So over the last 2 water changes I switched from IORC to Brightwell Aquatics NeoMarine and started 2 parts from BRS.
Now I have this:
This tank has been up since 8/20 and never had this before!
Any ideas?

It looks like a think film of green algae and precipitation

Could it be bacterial? Possibly cyano? I say that because it collects together in a slimy way instead of dissipating like green or brown dust algae.

What's your CUC?

Banded Trochus Snail x 1
Nassarius Snail x 1

It's possible. It looks photosynthetic, in any case. Have you thought about going lights-out for a few days?
