Anyone know what this is on my rock in the center of the pic? Looks like it has bubbles in it.

Very common at about the 4/5 month mark. I am going through the same, though probably at the tail end. This is what I am doing:

Not in any order:
1. Increase flow in that area (not sure if this works really)
2. Increased water changes (every 3 or 4 days) and doing heavy siphoning of the sandbed and scrubbing/blowing of the rocks.
3. Use a turkey baster to get any leftover cyano out or use it between water changes if you want.
4. Feed less (most important)
5. Cut light schedule by at least 1 hour, more if you can (most important)
6. I also did lights out and no feeding for 3 days while on vacation and all of the cyano went away. It did come back recently in a smaller scale but it did get me ahead of the game.

Our tanks are maturing..letting the beneficial bacteria catch up. Everyone I know has gone through this and w/ good husbandry, it will just go away one day. Key is to get your PO4 lower and since cyano is photosynthetic, you need to strike a balance between keeping your corals happy and not giving the cyano light.

Good luck!

Would it hurt to take the affected rock out and scrub it off ?

Sure, if that makes it easier to clean but it won't stop the cyano from growing back. Cyano is caused by the nutrients in your tank.

I started to see noticeable differences in 3.5 weeks..I'm at about 6 weeks now..You have to be patient. Nothing good happens fast in this hobby.

No reason to remove that rock to scrub off Cyano, just hit it with a powerhead. Might give it a wave of your hand to remove it. Get some flow going on in there.

That's what I did..I just cut my light hours down from 12 to 8 hours a day and syphoned cyano out and now I been free of it for about a week, plan to also increase flow and have been feeding less to make sure it doesn't come back.
