What is this on my torch?!

Could be a sponge, but hard to tell from the pic.

Yea that’s the best picture I could manage to take. Should I remove it? Cut it off?

If its a sponge they are pretty harmless filter feeder. But yes you can scrape it off if you want to. It might be a good idea to take it put and look closer at it.
