What is this on my zoas

The green film/algae. It slowly takes over the colony and eventually they melt.

I would also consider dipping in Furan-2 and using a soft toothbrush to scrape the algae off. That sort of looks like when I had brown fungus on 1 of mine. It will suffocate and kill them in weeks.

What would a fresh water dip do?

Fresh water tends to kill many saltwater organisms, nasties. Osmosis, to be exact, fresh water rushes into the creatures cell to obtain a hypotonic state, cells rupture resulting in death.

Iodine is considered an Antiseptic in that it has antimicrobial properties.

I have dipped my Zoanthids in fw without issue.

A soft tooth brush will not harm the polyps, whatever is growing on the polyps will. I have also done this without issue.

Quick question... You said earlier to have the ph of 8.4 When u say fresh water I think of RO/DI water.

Yes, RO/DI is probably in the 7's pH wise and I never adjusted it but you can simply use a buffer to bring up the value if it makes you more comfortable.
