What is this Red/Maroon stuff on sand bed?

This red/maroon stuff keeps showing up everyday. I have tried removing it by hand, but it keeps coming back. My syphon isn’t strong enough to suck it out and it quickly breaks up into smaller pieces. It’s a very thin coating. Is is algae or bacteria? Would love to know how to remediate or prevent it.

Hi phos will give you cyano.

Try waving your hand above it (inside your aquarium/hands in) it should roll up into a ball, pick it out...
I may be wrong camera pics highlight red... But it's just general algae, either hands in take it out manually or Syphon it out.

The phosphate at 0.04ppm is too low to ensure it’s actually available and not the margin of error in the test kit.
I’d run .1ppm tested Hanna to ensure, it’s not zero.
Zero in either or both favor pest type stuff.

What’s the best way to increase phos?
 
I do have good flow. I can try turning it up. I have 2 gyres on about 65g. They are on the back blowing forward. I did recently move all my rock around. Maybe I created dead zones.
