Is it algae? Is it good or bad?

Looks like cyano! No big deal...that stuff is easy to deal with. Usually in areas of lower flow and caused by nutrients being out of sorts. Just siphon it out and watch your nutrient numbers to see if you can stabilize them.
 
Cyano and not too bad of a battle. verify your phosphate level.
Additionally, are you using RO water or tap water or ??

ChemiClean works well in removal but you also want to find cause. Also low whites for about 4 days day will help in removal. Cleanup crew of sand sifters also will help
Cyano blooms typically start when water nutrient concentrations go haywire in your tank and concentrations of phosphate, nitrate and other organic compounds are too high. When you’re changing the water, use a brush to carefully remove as much of the cyano residue from rocks and surfaces as possible. Make sure to vacuum the floating bits of red slime algae out of your tank. Here is a tip when using brush - tie a toothbrush to one end of your siphon hose. As you dislodge the cyano, it’s instantly sucked up into the hose.
Turn off your skimmer for a day or two (and a good time to clean skimmer) while using chemiclean
