What is this stubborn evil algae?

I have had every possible "algae" over the last few months, but taken care of them all except for this (and a bit of Bryopsis in my zoas. But I will talk about that in another post.) I definitely had some cyano and dosed Chemiclean twice (4 days in a row). It took care of the red cyano, but did not affect this at all. Not even a little.
- It grows on the sand and glass only when the lights are on.
- The sand sticks together/clumps when covered in it.
- It grows on the zoas and I have to brush it off of some daily or they will not open.
- It does not come off at all when blown with a baster.
- No bubbles
- Not particularly slimy
- Green/brown color.
- Nitrates are not too low (see below)

Sal: 1.026
Temp: 80 deg.
pH: 8.1
Alk: 7.3
Phos: 0.01
Nitrates: 15

Any idea what it is or how to treat it?

This may be more helpful than a picture of the sand. Here it is on a clear frag holder. The bubbles are in the plastic rack. There is just a thin green layer. The frag plugs were new, so are clean:

Pics a little fuzzy but appears to be bryopsis in which you must pull by hand and remove the roots. Scrubbing it off in a container of tank water using peroxide will get rid of it

I'll get a better picture tomorrow, but this is more comparable to cyano. I thin slick layer of greenish algae. I thought it was cyano originally, but Chemiclean did nothing.
