What is this thing growing in my torch?

It's a barnacle. I have some in a hammer coral.

Is it safe to remove it? It seems to bother my torch

They usually burrow into the skeleton a bit. I have heard if they die it can take the coral with it. My hammer is doing just fine with two of them living in its skeleton.
