What is this under my chalice coral???

I was cleaning my tank today and noticed that weird white stuff under the chalice coral. I am also starting to notice algae growth also seen in the picture. But first, what is the white fluffy material?? Is it bad? And should I remove it?? Thank you for the help.

Need a more focused picture to ID. From the fuzziness, it almost looks like a form of hydroids.
