what is this, what will eat it

Can anyone identify this algae, and what will eat it? Also what type of urchin is this and is it reef safe?

that looks like a pencil urchin
Cant see the algae that good but I’ve never seen red algae last for long in the presence of herbivores … reserve the right to be wrong on the algae
