So there's some white build up inside my zoa frag what is it?

I get that too. I believe it is some type of sponge. My zoas never seem bothered by it. When it gets to bad I scrape it off afraid it will smother my zoas.

Lol. Yes it does but this had grown in there it wasn't there to start with.

Yes frag it out so your z don't get smothered and out competed. Then toss that sponge in your sump...
