What is this

in my quest to understand more about disease (I need to see it to understand it) I took this picture of a rabbit fish at one of the local lrs with dots on it is this what ich looks like? Or is this the lymph? The fish has been in the store for about a month and every time I go in I feel sorry for it. I mean he swims what I think to be fine in his holding cell so what is it so I can finally know

That's ich; if he had velvet the dots would be noticeably smaller like you see below:

Thank you humble that's what I thought just wanted to know for sure.
But to me it kinda looks the same
Are they both raised off of the fishes body?
It also looks like the velvet is on the fins more is that known to be true?

Yes

Not really. They do look very much the same, but you'll notice that velvet typically has many many more spots that are quite a bit smaller than ich. There are also several behavioral symptoms that go along with velvet that help pinpoint it.
