I'm a new reefer and posting a question for the first time. I saw this growing on my live rock, figured it's a zoa but it's getting a little larger. It's fluorescent green under blue lights.

Yeah looks like a paly, they can spread pretty rapidly. You can touch them, touching one won't poison you. Just have to take extra caution when fragging them.
 
I would google Brown or Green Palythoia and see if this is a coral you may want. If not remove it, they are toxic but you have to come in contact their internal fluids and then a route of introduction such as wounds, eyes, oral cavity, inhalation.
