What is this?

Can anyone id whatever this is on my new labout's fairy wrasse? He had a couple small ick dots, I went out for a half hour and saw this on his head, as well as other blotches on him, has an almost blue tint to it

Second picture is him 7 hours ago... totally fine
 
I can't tell if that's an abrasion or if that's just him stress-color changing.. Check on him when he's out and about.
 
Update: since he is the first fish in my new 70g I expected ammonia to go up even after the cycle. It ended up rising to .25 ppm causing stress color change, he is fine now
 
How did you cycle your tank? Did you see a rise in ammonia and eventually a drop along with the corresponding rise/drop in nitrites and rise in nitrates? one fish in a properly cycled 75 gallon shouldn't have raised ammonia that much. You'll need to ensure your biofiltration is sufficient before adding any additional fish.
 
I cycled fishless with dr tims one and only with ammonia added to the tank. I've done this before and never had an issue. Ammonia went up to 3ppm and back down to 0 as well as nitrites. Skimmer broke the night I put the fish in so I'm running skimmerless for the next week. No issues since that one night, levels are still fine
