Was just moving a couple of things before creating a zoa rock Island and found this on a small rock. It looks like a plant, but not sure.

Possibly tube worms with a little algae at the tips. If so, they are filter feeders and shouldn't be a problem. I have them all over my tank.
 
Neomeris annulata algea.
 
It can become a problem especially in a coral-paremeter tank. Consider pitching the rock if there the only place you have it. Nothing eats it.
