I don’t know what this red jello looking stuff on top of my sand and in my tank. Can you please help?

Its cyno bacteria ...I would siphon out as much as possible and try too aim your powerheads more towards the sand or more water movement add some bacteria like dr Tim's or special blend...
 
I have heard that chemiclean works great to get rid of it but u can just do water changes and make sure theres not too much extra nutrients and siphon it out.

How do I get this out of tank?
If you search this site you'll get some reasoned opinions, from using Chemiclean, to increasing flow, managing nutrients, etc. Now is the time to begin your research and I would start "treating" it by syphoning this cyano and testing water parameters.
 
Siphon it out when u do water change. How many times do u do water changes and what is ur parameters?
J would do a 10 litre or try and get as much out in that time as possible ...you can do that every day for a few days ..parameters are your tanks testing no3 po4 ..calc alk mag ....no3 is nitrate p04 is phos
 
Start doing water changes, siphoning it out and lowering ur nutrients. All of these can make it go away. Also +1 on adding flow to make sure it wont grow back.
