No one can seem to figure out what it is.

it has antenas lots of long legs which you can barely see if at all, and the shrimp tail no pinchers or claws.
 
I would say it a immature shrimp as well.
 
Juvenile shrimp, of some type. Peppermint Shrimp commonly reproduce, in our tanks, though the offspring rarely survive long. I've heard of Cleaner Shrimp reproducing in our tanks. Juvenile Pistol Shrimp are commonly found, as hitchhikers, as are Juvenile Mantis shrimp.
