I assume you are talking about the dots in the water column.
It's hard to tell from the photos (a video would help with identification), but the dots look like Mysid shrimp or Copepods (I am leaning more towards the former, since copepods are usually seen congregating on solid surfaces). Mysid shrimp clumsily zoom through the water column while copepods "jump" about. Both rapidly reproduce in our marine systems and serve as live food for larger organisms.
