How the heck does this happen in a new tank with no inhabitants and no heat or flow! I’m thinking when I had flow etc. it will sort itself out.It definitely looks bacterial to me.
Probably from the live sand and it is exhausting a carbon source. I wouldn't worry too much about it yet. Proceed as you were and fire up the skimmer once you are wet and moving water.
