So I’ve been slowly filling the tank up with water! I noticed this film is appearing. Is it bacterial?

Is that a new tank with new unrinsed sand? Just dust in the water?
Yes but I was talking about the white stringy stuff. The sand is alive so I don’t rinse it. I currently don’t have flow or heat in the tank yet because I am still filling it up.

It definitely looks bacterial to me.
 
How the heck does this happen in a new tank with no inhabitants and no heat or flow! I’m thinking when I had flow etc. it will sort itself out.
Probably from the live sand and it is exhausting a carbon source. I wouldn't worry too much about it yet. Proceed as you were and fire up the skimmer once you are wet and moving water. It should resolve.

non-Bacterial film with dust but should separate once flow and filters are running. Generally happens when sand is not rinsed
