Can you take some better pics?Should I take him or no friend said I could have him because his shrimp keeps going at him, he looks like he has white,stuff on him

Anytime there are white spots on a fish it's an area of concern.

It not really whit spots, more like skin trying,to heal up or something, he thinks his cleaner shrimp is doing it because thats all he has it,2 clowns and a shrimp alsnails and small crabs but the clowns tails have all but been nipped off

Is there aggression between the clowns? Cleaner shrimp shouldn't be tearing up tailfins. I'm wondering if Brook may be present. It would also explain the shrimp constantly wanting to clean the fish.
I'm with @HotRocks would worry about Brook with the other possibility being a bacterial infection.
