What is wrong with my damsels eye??

I have had this azure damselfish for a week. The past 2 days I noticed this white stuff under one of his eyes. He is eating normally, but I’ve noticed he is breathing a bit rapidly.. I wonder if he has scraped it because he is always swimming through tight rock caves. Is it an infection?? What should I do??? Photos of both eyes to compare. My two clowns are fine. My water quality is fine.

Have not noticed any aggression and I watch them a lot. No anemones, some frogspawn and Duncan’s and Zoas.
