I see some Cyanobacteria on your rocks
Could you tell us how new the tank and setup is and also state your parameters and lighting intensity with schedule so we can help you further

Place the nem on the bottom and provide moderate, not strong water flow and in the path of light - BUT Not Bright light.
What is salinity?

He has perked up to normal now
Salinity is 1.026
How would I move the nem?
He seems to be moving towards the sand now

You can use a soft toothbrush and tease its bottom(foot) and it will release. Other method is plastic spoon under the foot and tease (Do not pry or tear tissue) until it releases.

Should I just let him move down on his own or should I move him myself?
And will he sting pretty bad?
(Edit)
This is him today does he seem more like a condy or a LTA?

iTS CLOSE ENOUGH TO BOTTOM THAT IT MAY GO DOWNWARD ON ITS' OWN.
As for sting, no effect on humans as they are sticky/tacky.

Don't try to move him if he is happy. If he wants to move into the sand, he will. He looks fine in all 3 pics. The first poster is correct, in this first pic he just looks like he needs a lil flow. The cyan is the only thing I see of slight concern.

Where is the Cyanobacteria?
And what can I do to remove it?

It may not be. You will have a much clearer view in person that we do via the photo. The rock in the first pic looks like possible cyan is present. If you don't see it in person, it is most likely just the way the pic appears. My main point was to leave the Nem as is and don't try to move it.

He seems to be doing much better today. He's eating mysis shrimp now. Thank you so much for your help.

Yes it does. In the picture of you see that core in the center of body, it both feeds and expels waste via that hole. Feed it OCCASSIONALLLY some Mysis shrimp or other meaty PIECE of food to keep it fat and healthy
